This research aims to establish the direction to the infra-building of O
city by being awarded the status of child-friendly city, in which every child
matters as a subject with its own rights and opportunity to improve the
quality of life. The research methodology is statistical analysis of
questionnaires which being derived from the UNICEF’s children-friendly
assessment tool originally developed by UNICEF headquarter. The
questionnaires are composed of four basic rights of children: Survival,
protection, development and participation. The researchers distributed
questionnaires to 672 children, parents and child rights advocates of O city:
preschool parents, elementary children and parents, high school children and
parents, and child rights advocates. The result shows that it is relatively stable for the rights to survival, protection and development but the rights
to participation is very low. Therefore, O city needs to reinforce the policy
of enhancing the right to participation based on children’s adversary system.
Also, for substantial enforcement of child-friendly city, the children impact
evaluation system have to be delivered at the regularized basis.
