This paper first introduced the development, characteristics, and standardized operation
procedure of the model of community.based employment services for physically and mentally
disabled people in Taiwan briefly. Then discussed the evolution, present situation and main
characteristic of the model that promoted by Taipei Labourer Office from 2001 to 2004, and the
challenges needed to face in the future.
The main characteristic and challenges of the model of community.based employment services for
physically and mentally disabled people in Taipei are as follows:
The main characteristic: ①the source of actual service object is over the area of Taipei;
②Commission by the government, combine the folk unit to execute; ③setup the perfect system of
education, training and supervise; ④develop the employment service suitable for people with
differently disability; ⑤develop the coexist system of the sending case to folk unit by force and
taking case by itself. ⑥make the letter of consent of the rights and obligations.
The challenges in the future: ①adjust the rate of employment service for people with different
disability continuously by demand; ②increase the Group’s sett1e type for employment; ③set up the
vocational rehabilitation and management; ④the database check and the cost.effective analysis.
