The PISA investigated academic achievement between countries of the subjects of science, mathmatics and
reading, etc of 15 years old of more students in OECD country. Korea accomplished the highest academic
performance at the 1st and the 2nd term assessment. However, German students recorded much lower
academic performance than the average at the 1st term assessment to be of great problem at education world
as well as the society. Not only measurement for problem solving but also analysis of causes reformed education
and the PISA research results gave notice of new paradigm of German education.
The PISA research aimed to he1p improve education of OECD countries
and to establish policies. If the PISA research would decide the ranking of
each country not to do policy- oriented research, it might lose its values.
This study suggested profiles of students' academic achievement based on
Gennany and Korea and examined results by basic indicator, situation
indicator and trend indicator, etc.
The practical use program of the PISA research results discussed current
PISA research and investigated educational reform of Gemany. The author
examined educational reform program of Korea based on the autonomy of
educational reform govemed by philosophy, respect of individuality and
ability and principles of competition and opening. This study was expected
to suggest educational refoml direction of Korea.
