Community childcare centers have played an important role in providing welfare services and
after-school programs to children. In recent times, practitioners at community childcare centers have faced
the need to develop their competencies in order to support youths as well as children. Therefore, the
purpose of this study was to develop a competency model and training roadmap for practitioners at
community childcare centers. To this end, this study first developed a competency model based on the
“general model overlay method” suggested by Dubois. The competency model for practitioners at
community childcare centers consists of a core cluster of competencies and a specialized cluster of
competencies to take care of both children and youths. More specifically, the core cluster of competencies
contains five subclusters including key competencies and 20 competencies. The specialized cluster of
competencies contains subclusters of competencies for caring for children and youths. A training roadmap
for practitioners at community childcare centers was then developed considering both target groups
(children and youths) and the providers’ career stages. The training roadmap was designed using a basic
course, an advanced course, and a professional course, according to practitioners’ career stages. Finally,
the article suggests several implications based on the results of the study and discusses the limitations
and future directions of the study.
