It has been 10 years since the Ministry of Education introduced the link between the
EBS textbooks for scholastic ability and College Scholastic Ability Test (CSAT) with the
intention and commitment to strengthen public education sector and reduce private
education expenses. However, it has been pointed out that the EBS and CSAT link has
been a drag on public education rather than strengthening it because of the serious
phenomenon that EBS textbooks have been replacing school textbooks. And it is hard to
find any meaningful researches about the mitigating effect on private education expenses
among researchers outside of EBS. Therefore, this articles aims to analyze empirically the
effect of the EBS-CSAT link by utilizing the references such as ‘the Longitudinal Study of
Korea Education 2005’ and ‘EBS link rate’, with a focus on the fact that there have not
been any proper studies on the effect of the EBS-CSAT link on EBS lecture waching
hours and private education expenses. As a result, direct link rate, indirect link rate and
was found to be value was statistically significant the private EBS lecture waching hours
and education expenses.
