에콰도르 정부와 관세청은 통관 절차와 시간 절약 측면에서 효율성이 높고, 서류 검사가 상대적으 로 용이한 우리나라의 유니패스(UniPass)를 자국에 도입하였다. 그리고 이를 기반으로 에콰패스 (ECUAPASS)라는 고유의 자국형 전자통관시스템을 새로이 구축하였다. 에콰도르에서 성공적으로 운 용중인 에콰패스의 문제점을 찾고, 개선안을 도출하고자 에콰도르 전자통관시스템의 현황과 배경을 살펴보았다. 또한, 이전의 통관정보시스템이었던 SICE의 기능도 고찰하였다. 유니패스와 에콰패스 간 의 유사성과 차이점을 도출하였고, 각 단계별 운용절차와 이에 따른 성과 그리고 미치는 영향도 분석 하였다. 다양한 분석과 고찰을 통해 에콰패스의 운용에 따른 문제점과 과제들을 살펴볼 수 있었고, 이에 부합하는 개선안과 유니패스의 진출 전략들을 제언하였다. 이와 같이 본 연구는 향후 중남미 지 역에 대한 우리나라 유니패스의 진출과 구축에 필요한 다양한 방안들을 마련하는데 유용한 자료가 될 것이다.
The Ecuadorian government and the Customs Service introduced Korea 's UniPass, which was highly efficient in terms of customs clearance and time saving, and was relatively easy to inspect documents. On the basis of this, we built a unique ECUAPASS-electronic customs clearance system. We studied the status and background of the Ecuador e-clearance system in order to find out the problems of the ECUAPASS which is operating successfully in Ecuador and to draw out the improvement plan. We also reviewed the functions of SICE, which was the previous clearance information system. The similarities and differences between UniPass and ECUAPASS were derived, and the operational procedures of each stage, its performance and its effects were also analyzed. Through various analysis and review, we were able to examine the problems and tasks related to the operation of the ECUAPASS, and suggested the improvements and the strategies for the advancement of UniPass. In this way, this study will be useful data to prepare various plans for the advancement and establishment of Korea 's UniPass in Latin America.
