It is necessary to implement and change practical youth policies to acquire innated rights and to exert hidden competencies by youth themselves although youth participation rights has been established. Youth participation is still in its beginning stage in terms of the extents of positioning youth participation rights in its own placement. Thus this study proposes plan for youth participation at the community level through youth management commission to secure youth participation rights substantially. In conclusion, this study examines the definition and developmental status of youth rights and inspect the current status of youth participation in our society in addition to the searching efforts of the secure evidences for the participation of youth management commission in community youth centers.
