본 연구는 최근 대두되고 있는 청소년의 위기적 상황에 주목하여 청 소년의 위기실태를 조사한 전국청소년위기실태조사(2016)와 경상남도 청소년위기 실태조사(2014/2016)의 결과를 토대로 청소년복지 관점에 서의 위기청소년 정책의 발전방향과 정책적 대안을 마련하는데 목적이 있다. 이를 위해 먼저 위기청소년의 개념과 특성, 보호요인과 위험요인, 청소년복지의 발전과정을 정리하였으며 위기청소년에 대한 담론을 비판 적으로 검토함으로써 청소년정책에 주는 함의를 서술하였다. 마지막으로 위기청소년을 위한 청소년정책의 주요 발전방향을 첫째, 청소년정책의 적극적 관점(positive perspective)으로의 전환, 둘째, 청소년발전 (development)에 대한 관심, 셋째, 지역사회에 기반을 둔 (community-based) 청소년복지체계 마련, 넷째, 지역자원을 고려한 위 기청소년 지원의 특화된 접근 등으로 제언하였다.
This study aims to propose the developmental direction and alternatives for the at-risk youth policies from youth welfare perspectives based on the findings of the results of national survey for at-risk youth(2016) and research for at-risk youth in Kyeongnam province(2014/2016) by paying attention to the recently emerging risky conditions of youth. This study examines the definitions and characteristics of at-risk youth, protective factors and risk factors, and the developmental process of youth welfare policies. This study also reviews the discourse of at-risk youth and describes the implications for youth policies. In conclusion, In conclusion, the major developmental direction has been suggested including perspective shift of youth policy toward positive directions, interest for the youth development, building community-based welfare system, and specialized supportive approaches for at-risk youth considering community resources.
