This study proposes the necessity of perspective shift for youth problem and protection by reviewing current issues of youth problems and examining its protective policies. The relevant theories for understanding the status of youth addiction, youth runaway, and out-of-school youth issues as major contents of youth problems has been described and related policies and some counterplan has been considered. The shift of perspectives for youth issues has been emphasized from problem-focused approaches which view youth as problems and victims to the positive persectives including strengths-based youth development approaches which view youth as strengths, potentials, and resources for better society. It is expected for the foundation of social work practices to promote and advocate youth’s development, quality of life, health and human rights by getting out of existing stereotypes for the youth.
