This study review the community welfare revitalization method by the elderly human resource development increased in community. To the elderly human resource development, this work analyzes the elderly human resource development programs of United Kingdom, United states of America, Japan and Republic of Korea. Also, this work exhibits the elderly human resource development revitalization method for community welfare as followings. The first method is the subdivision of the elderly human resource in community. The second is the DB(data base) construction of the elderly human resource in community. The third is the development of training programs about the elderly human resource in community. The final is the construction of network for the elderly human resource development in community.
