저출산, 고령화, 세계화, 지방화 등 사회복지의 패러다임 변화는 획기적 전환 기를 맞이하게 하고 있다. 이 중 지방분권과 함께 근래 가장 이슈가 되고 있는 부문은 시범실시 중이던 사회복지사무소의 폐지와 아울러 2006년 7월 1월부터 시행된 사회복지전달체계의 개편이다. 지방분권이라는 대명제하에 사회복지사업 들이 지방으로 이양됨에 따라 사회복지서비스 전달체계의 효율적 구축이 핵심 대응과제로 떠오르고 있는데, 전달체계 개편의 추진주체인 참여정부의 안(案)을 살펴보면, 대통령 정책공약의 실현과 추진의지에 강조점을 둔 나머지 사회복지 서비스 전달체계를 구축하기 위해 고려되어야 할 다양한 이론적 요소들을 간과 하여 개편 추진되는 주민생활지원서비스는 이미 몇 가지 문제점을 가지고 출발 했다고 볼 수 있다. 따라서 본 연구는 주민생활지원서비스로 이미 개편되어 추 진 중인 전달체계상의 문제점과 한계를 이론적 근거를 바탕으로 논의하고, 발전 적 과제를 도출할 수 있는 단초를 제공하고 있다.
The Paradigm shift of social welfare such a low birth rate, aging society, globalization, localization and so on is facing epoch-making transition. According to this mood, we can see the two big issues. One is the Localization and the other is the closing plan of Social Welfare Office, whichwas carrying out by way of showing an example. Furthermore we have one more detail that the transformation of Social Welfare Delivery Service System, which is launching in July 1st 2006. Most of Social Welfare Services move to local government because of the Localization. So we are going to be meet difficult issue how to drive away effectively social welfare delivery service system from now on. After looking at the proposal of the duty bearer who is government, it is focusing on president's public pledge and intention. Anther way we can say there's no essential theory that must be consideration to construct effectively social welfare delivery service system. According to this, the Grassroots Life Supporting Service has several problems. Hence this research suggests the idea to create successful development and keep discussing the Social Welfare Delivery Service System, which is reorganizing already.
