The purpose of this study is to substantially analyze the factors that
affect the quality of service of privately commissioned general social
welfare centers that are expected to change with the increasing number of
social welfare centers and welfare policies to improve the quality of service
for welfare center users. In result, it was found that lawfulness,
appropriateness, and reasonability have direct impact on the quality of
service. This is because private commissioned programs are executed in
accordance with laws, ordinances, and rules based on fairness and
transparency and the selection of organizations is based on the scoring
system based on a lawful deliberation table. On the other hand, equality
and autonomy have no statistically significant influence. This is because
private agreements are sometimes signed for initial and renewed
agreements and commissioning organizations' financial parts are strictly
controlled through excess accounting audits. This study is practically
significant as it can be expanded to other privately commissioned social
welfare facilities.
