본 연구의 목적은 남북통일기에 대비하기 위하여, 독일의 통일과정에서 고용과 직업교육훈련 정책 의 수립과정과 정책적인 시사점을 파악하는 것이다. 독일의 통일과정에 대한 분석은 한국의 통일기의 고용정책과 직업교육훈련 정책에 대한 구체적인 사례와 시사점을 제공하는데 기여할 것이다. 통일기 의 동독지역 인력을 위한 직업교육훈련에는 많은 비용이 소요되었지만 현재 그 평가는 회의적이었다. 주요한 이유는 막대한 지출에 비해 고용이 단기적으로 미미했기 때문이다. 그러나 성과도 있었는데, 서독으로의 이주를 억제하여 사회혼란을 억제하고 실업률을 감소시켰으며, 중장기적으로 동독 인력의 고용 경쟁력을 향상시켰다. 이를 통해, 통일한국의 직업교육훈련 정책 수립·집행을 담당하는 컨트롤 타워 구축, 직업교육훈련의 로드맵 마련, 북한지역의 경제재건 및 산업발전 계획과 연계된 정책 수립, 현장 중심의 실무적 교육훈련 방안 마련, 직업교육훈련 법과 제도 마련을 위한 전문가 컨소시엄 구성, 사회통합과 안전망 구축을 위한 직업교육훈련의 역할 도모, 직업교육훈련 질 관리감독 체계 마련을 구체적인 정책대안으로 제시하였다.
The purpose of the study was to examine the employment and vocational education and training policy in the era of German unification and suggested the lessons and tasks for the unification of Korea. For the achieving the purpose of the study, we analyzed the outcomes and directions during the unified process of Germany. Although the huge amount of unification budget has been spent, the evaluation of the unification outcomes varied among experts and citizens. Main reason was the low performance of employment in spite of the gross expenditure. While the policy made great positive impact on solving the social confusion and decreasing the unemployment rate. In the results, the policy has improved the competitiveness of employment in east Germany. Insight from this research suggested 1) the building of control tower for vocational education and training during the unification of Korea, 2) provision of vocational education and training blueprint, 3) the building of policy plan for developing the industry in north Korea, 4) the preparation of filed-based training, 5) identification of vocational education and training role for the construction of social cohesion and social safety net, and 6) quality assurance of vocational education and training.
