Hence, this paper studied focused on seeking the future solution of labor
problems and suggesting realistic strategy on an employment policy of foreign
laborers. This paper especially focuses on the global comparative analysis on
the employment policy of foreign laborers and suggests its implications in
three aspects: institutional, employment management, and welfare. As a
result, the most important institutional aspect of foreign laborers is the cut
off of skilled workers. Therefore, as a solution, a qualification of foreign
laborers needs to be considered according to occupational complexity or select
and re-hire laborers whom satisfy certain eligibility. Second, there needs to
be an articulate employment management to ensure continuous supply of
qualified foreign laborers. Detailed plans are to have a resilient employment
quota with relieved criteria, foreign laborer supply points system, and
qualified foreign laborer evaluation system. Third, there needs to be an
increased social welfare program for foreign laborers. This requires both
government and congress to set further systematic and lawful approach. In
conclusion, Korea’s policy toward foreign laborers needs to change because
there is an increase of aging of workforce and shortage of skilled workforce.
Therefore, Korea needs a political accommodation to react to the issue of
controlling the number of skillfully qualified laborers. The author suggests
that active implementation of employment levy can be a feasible solution.
