본 연구의 목적은 시각장애인 직업재활 정책의 방향성을 모색하기 위해 미국에서의 장애인 직업재활 정책 패러다임의 이동과정을 살펴보고, 나아가 시각장애인 직업재활 정책의 발전과정과 최근 동향을 탐구하는 것이었다. 이를 위한 구체적인 연구문제는 다음과 같다. 첫째 장애인 직업재활 정책 패러다임이 역사적으로 어떻게 이동해 왔는가? 둘째, 그에 따라 시각장애인 직업재활 정책은 어떻게 발전해 왔는가? 셋째, 최근의 시각장애인 직업재활 정책의 동향은 어떠한가? 넷째, 우리나라 시각장애인 직업재활을 위한 바람직한 정책방향은 무엇인가? 장애인 직업재활에 관련하여 우선 일반론적으로 교육적․사회적 특성에 따라 직업교육 운동기, 진로교육 운동 및 독립생활 운동기, 전환교육 운동기로 대별하여 살펴보았고 그 시기마다 지배해 왔던 주요 패러다임을 논의하였다. 그리고 시각장애인 직업재활 정책 발전의 역사적 흐름을 분석하여 장애인 직업재활의 보편성과 시각장애 분야의 특수성을 동시에 조망하였다. 마지막으로 앞으로의 시각장애인 직업재활 관련 정책 대안을 제시하였다.
The purposes of this study are to examine the ideal vision of the policy of the vocational rehabilitation of the visually impaired and to investigate the process of the shift of the vocational rehabilitation policy paradigm of the disabled in the U.S.A, and furthermore to investigate the developing process and current trends of the vocational rehabilitation policy paradigm. At first, I deal with generally the educational and social characteristics of each period in relation to the vocational rehabilitation of the disabled. I distinguished the periods as the vocational education movement period, the career education & independent living movement period\' and the transition education movement period. And I interpreted and applied the periods paradigmatically, And I analyzed the specific historical trends of the vocational rehabilitation of the visually impaired, following that I investigated the universality of the area of the disabled and specificity of the area of the visually impaired. Finally, I suggested the ideal policy paradigm of the VI.
