The social welfare delivery system of our country plays the role of a public representative between the public-private sector because the private sector depends on the financial support of the public. The social welfare environment and the social welfare paradigm being changed, there is also a demand in the social welfare delivery system to pass from the centralization of power, from the delivery system in which the authority gives orders to the subordinate, to a horizontal decentralized public-private collaboration. Although the service of the social welfare delivery system has been developed considerably, the major part of it being maintained by the financial support of the Government, there is the problem that the private social welfare delivery system is subordinate to the public sector. Therefore, to offer an efficient welfare service, it is very important to develop a collaborative relationship with a partner.
Therefore, in order to bring about an efficient collaboration, this study has examined the real situation of the private-public partnership which is an essential element in the development of a partner model. Object of the investigation were the members of 9 local discussion bodies that were constituted in advance of the discussion body constituted in 2003 according to the revision of the social welfare law. Their understanding had been observed in order to know how they perceived the private-public partnership in the public-private sector. To verify the research hypothesis a whole investigation has been done about 323 members of both the 9 local representative discussion bodies and the discussion body directly in charge. As to the result of the questionnaire, the SPSS 14.0 package and the Pearson chi-squared statistics had been used, a verification of the homogeneity has been carried out and the understanding of the private-public partnership has been synthetically analyzed.
The result of the investigation is that all public-private sectors are aware that a public-private partnership is not developed. They are aware that the smoothness in the public-private communication, the establishment of democratic public-private communication structures, the rapidity of the public-private exchange of information, the equality of the public-private power are well developed in the public sector, but it was revealed that they are conscious that these are not developed in the private sector. Based on this result, the discussion and result about the public-private partnership that is a fundamental element for the development of the partner model that makes a win-win situation possible for the public-private sector have been presented in this study.
