본 연구는 장애인의 비임금 일자리 창출사업의 중요성을 제기하고, 장애인의 창업 지원을 강화해 나가기 위하여 영업장소 지원을 받고 있는 장애인 창업자를 대상으로 창업실태와 창업의 성공요인을 분석하였다. 본 연구의 주요 결과 및 제언은 다음과 같다. 첫째, 영업장소 전대지원을 통해 창업한 장애인의 사업운영 실태를 살펴본 결과, 폐업률은 28.8%로 낮고, 3년 이상 창업률은 약 70.0%로 높아 비교적 안정적으로 운영되고 있었으며, 월평균 100~300만원 미만, 연평균 1천 2백만원의 순수익을 얻는 것으로 나타났다. 즉 임금노동시장의 일자리 창출사업의 성과(1년 미만 직업유지율, 월평균 154.7만원)와 비교하여도 고용안정성을 담보할 수 있는 결과이다. 그러므로 현행 장애인고용정책상 장애인 창업희망자의 1.25~1.3%만을 지원할 수밖에 없는 제도의 불충분성을 인지하고, 다양한 방법과 재원으로 비임금 일자리 창출사업의 다각적인 지원이 요청된다. 둘째, 장애인 창업자의 성공요인 분석한 결과, 창업자의 권리보유 및 전직경험을 통한 아이템선정방식이 사업성과에 가장 영향을 미치는 요인으로 나타났다. 또한 프랜차이즈 사업처럼 사업아이템 및 운영방식이 고정된 사업이 사업성과에 긍정적인 영향을 주는 것으로 나타났으며, 창업자의 사업성공에 대한 기대감 정도가 통계적으로 유의미하게 사업성과에 영향을 주었다. 즉, 창업시 가장 많은 비용을 차지하고 있는 사업장 비용지원이 이뤄진 상황에서 사업 아이템에 대한 창업자의 성숙도와 창업자의 의지가 중요한 성공요인으로 종합되었다. 또한 창업에 대한 컨설팅지원 요인은 통계적으로 유의미하지 않지만 정의 상관관계에 있는 것으로 나타나 향후 영업장소 전대시 창업성공에 영향을 줄 만큼의 양적ㆍ질적인 전문상담 지원이 이뤄질 필요성이 제기된다.
This study is an inquiring research on the factors affecting on the success of foundation of people with disabilities. This research used the samples of 215 founders who were used support system of underleased place, and was analyzed by multiple regression. Net income is a representative indicator used frequently to evaluate the success of foundation. The predictors affecting the success of foundation are classified with individual characteristics of the founder, selection of business items, sources of the start-ups\' capital, managerial factors. The main results of analysis of the data are as followed. First, according to the research on the actual condition of founder\'s business, the rate of quitting of their business was low as 28.8 percent and the rate of keeping up their business over 3-year was stable as 70 percent. Second, predictors of the success of foundation were‘selection of business items\',‘expectation of success of foundation\',‘franchised business\'. most of all,‘selection of business items\' has statistically most significant relation with the success of foundation for people with disabilities. Based on the results of this study, alternatives for promoting foundation of people with disabilities were proposed. This study provides us with actual condition of founders of people with disabilities and another knowledge about needs for support system of self-employment.
