In terms of feedbacks in learning situation, the quality of evaluation is so important. To achieve the objectives of instruction & learning, standardized evaluation system should be developed and implemented. Especially, the evaluation system that can handle existing item bank system and web based testing system should be developed. In this paper, design model of the standardized XML structure and development of the DTD definition of problem has been proposed. The prototype of XML based Item-bank system can be used to create the problem contents of the elementary student easily. The system can be a model of XML based item bank system used to create, save, edit, or/and search items.
