This study aims to diagnose the problems of elementary teachers\' training system and investigate its improvement strategies. Under cover of case study approach, a university of education was selected as a case, and its actual conditions and problems was investigated by survey study and interview about students. The results of this study are as follows: Firstly, The students\' contentment about the current system is not high. Secondly, the current system brings many incentives to applicants for entrance. It is owing to high percentage of employment. Thirdly, the current system has many problems in respect of educational power. It is due to dissatisfying curriculum and insufficient educational conditions. Therefore, the reform of elementary teachers\' training system should pursue gradual improvement. First of all, re-conceptualization of curriculum is desired to the direction which students are satisfied. And educational conditions are prepared to epochal direction which schemes the improvement. From this point of view, the authorities should pay special attention to reorganization of institution. And many administrative and financial supports for development of systemware, hardware, software, humanware of elementary teachers\' training system should be done.
