본고는 한국 내 다국적 이주민의 현황과 음악문화를 통해 다문화 형성에 대한 총체적인 시각을 살펴보고자 한 것이다. 한국 내 이주민의 대부분은 제 3세계의 아시아권에 속해 있으며 이들에게 음악문화는 민족적, 지역적, 개인적 정체성과 직결된 것으로 전통적인 관습 및 사회적 윤리, 그리고 신념이 응축된 문화 자체라고 할 수 있다. 따라서 본고에서 이주민의 음악문화는, 음악과 문화에 대한 문제에 제한된 것이 아니라, 한국 내 다국적 이주민의 현황과 문화를 형성하고 있는 배경을 포괄적으로 다루기 위한 관점이다. 즉 이주민의 문화 형성을 음악문화를 통해서 보는 것은 이주민이 한국 사회에서 어떻게 자신의 정체성을 각인·유지하여 그들의 문화를 형성하고 있는 지를 파악할 수 있는 주요한 관점이라고 할 수 있다. 현재 한국 사회에서 다문화라는 용어는 한국 내 다국적 이주민의 문화를 포용하는 개념으로 비춰지지만 실제로 논의되는 바와 제도적 모색은 전체 이주민이 아닌 국제결혼가정에 대한 바로 주로 제한되어 있으며 이에 대한 정부의 방안 또한 가족연대주의에 결혼이주여성의 한국화에 그 초점이 맞추어져 있다. 한국 내 다국적 이주민은 제3세계의 이주노동자, 결혼이주여성, 난민, 그리고 이주민 2세 등으로 구성되어있다. 이주민의 대부분은 이주노동자이며 그들의 자녀는 소외되고 있고 이주노동자에 대한 인권은 여전히 개선 및 보완의 필요성이 요구된다. 무엇보다도 한국에서 다국적 문화를 형성하고 있는 것은 이주노동자 공동체를 중심으로 형성된 음악문화라는 사실을 기억해야 한다. 한국 내 이주민이 자국의 음악문화를 통해 공동체를 형성하는 것은 민족적 정체성 각인·유지로부터 기인된다. 이것이 바로 한국 내 다문화 형성의 실제 내용이며 여기에는 사회적 소수자이자 약자로 살아가고 있는 이주민의 실태와 현황이 연계되어 있다. 현재 문화적·사회적 소수자이며 약자인 이주민의 문화가 한국 내 다문화로 형성되기 위해서는 이주민이 최소한의 안정성을 담보로 문화적 공동체를 유지할 수 있도록 인권·제도적 보장이 이루어져야 한다.
This study poses on the whole view toward multiculture being formed in Korea by virtue of approaching to music culture of migrants. My previous study(2003) have discussed over music culture of migrant worker, the main factor causing social issue of multiculture in Korea. At present Korean culture as well as society are required to strive a more active scheme for multicuture society because of migrants being rapidly increased like 7% of the whole population of Korea. Accordingly it is intended in this follow-up study that the present state and music culture of migrants in Korea provide Korean society and culture of these days with a deeper prospect. The term, migrant, means multinational people migrated from outside of Korea, but mainly indicates those from the third countries by bounds of consciousness of Korean society. Multinational migrants in Korea have largely consisted of migrant workers, female migrants by international marriage, their kids, and refugees. Most of migrants is of migrant worker. It should be pointed here that migrants are on the state of social minority in Korea. Human rights of migrants and systematical provisions are urgently required to be improved, and policies and scheme of Korean government are not further than Koreanized female migrants by international marriage. Multinational cultures are to be formed by migrant worker\'s community whose solidarity is music culture. Music culture of most migrant\'s countries is directly related to national, racial, regional, and personal identities. Moreover, considering their cultural background and tradition, music culture is no other than migrant\'s identity condensed by traditional custom, ethics, aspects of fact(in religion or culture). Consequently the discussion of this study over music culture of migrants cannot be limited only to music or culture, rather leans its axis upon the present social condition and way to make their culture in Korea. That is to say, examining over making culture of migrants through music culture contains the significant view in order to grasp and understand how they are aware of and keep the own identity, whose progress could be linked to that of forming multiculture in Korea. Migrants stay as social minority as well as the weak in Korean society, and the essential reason to organize their own community through music culture has been caused by having cognizance of its own identity. Migrant\'s stability in social condition and human right for participating and keeping migrant\'s culture community must be ensured so as for migrant\'s culture to be set in Korea\'s multicuture. Cognition and recognition identity of migrants by Korea society as well as migrants themselves would be pinpointed at a starting spot so that Korean society can make further steps toward multiculture society of Korea with an upright way.
