This thesis attempts to investigate realities and problems of process of enactment and revision of school
rules, analyze adolescents' recognition, their demand for participation, the point of view on the adolescent
participation in the process of enactment and revision of school rules, and present specific plans for
activation of adolescent participation in the process of enactment and revision of school rules on the basis
of these analyses. To achieve the above aim of this study, I surveyed 156 adolescents in middle and high
school who shows the activity of adolescent participation. using frequency study and χ² through SPSS
WIN 12.0 statistic program. The results of the survey are as follows: Most of the adolescents are not
familiar with the contents of school rules and the process of enactment and revision of school rules. A
minority of them participated in the process of enactment and revision of school rules. The way of
participation has also been defective to regard it as participation. Failure to adolescents' participation in
school and change of recognition of existing generation have been considered as the biggest problem.
Insufficiency of institutional parts in participation such as a lack of opportunity to participate and absence
of education for adolescents' human rights and participation and a lack of adolescents' interest have been
presented as other problems. Considering the above conclusions, I attempt to present the plans for
activation of adolescent participation in the process of enactment and revision of school rules.
