This study attempts to develop the evaluative criteria based on the study of three areas:
the changing roles of the office of education and the head of the organization, the
evaluation systems of major advanced countries and the theoretical background of the
evaluation of the executive of the municipal office of education. The evaluation criteria draft
was examined its content validity three times by the experts. The final draft was analysed
by its relative weight of criteria through the Analytic Hierarchy Process.
The results of this study are as below. Firstly, the final program of the assessment criteria
consists of five evaluation areas, sixteen evaluation factors and thirty-seven evaluation
indexes. The five evaluation areas are education planning and administration of provincial
education, education support for schools, cooperation with local society, providing support
and communication with students, parents and local residents and the last but not least,
morality. This program was examined three times by Delphi experts.
Secondly, the significance of the criteria was analysed by using the AHP program to the
ultimate assessment criteria. From the result of AHP, the hierarchy of the criteria as follows:
education support for schools, education planning and administration of provincial education,
morality of officer of education, providing support and communication with students,
parents and local residents and cooperation with local society. This result represents that
area superintendents are expected to have a higher sense of ethics, establish proper
educational plan for local society and expand educational support for schools.
From the result of this study, it is considered that superintendents should be expected to
have morality, and try for educational planning and the administration of provincial
education, educational support for schools, cooperation with local society, and to provide
support and communication with students, parents and local residents. In the case that the
assessment of a area superintendent will be translated into action hereafter, how the area
superintendent has been trying to boost the influence of education of each school and
support for each school should be evaluated with priority.
