This study was conducted to provide information needed for development of elementary teachers' student assessment literacy. To do this, it was explored the level of elementary teachers' student assessment literacy and the difference of the assessment literacy by their teaching career. Also the difference of student assessment literacy between pre-service elementary teachers and in-service teachers was analyzed to find out in-service teachers' practice. And it was investigated the effects of assessment class, professional development class, and assessment instrument practice on student assessment literacy. The results shows that in-service teachers reported being highly confident in all areas compared to pre-service teachers. When it comes to comparing the level of assessment literacy by teaching career, the higher in teaching career, the higher in the level of assessment literacy. Within the domain, teachers reported lower levels of confidence in the area of developing assessment methods compared with other areas. Meanwhile taking professional development class and participating item development practice had effect on teachers' assessment literacy, taking assessment class in university didn't have effect on teachers' assessment literacy, The implications of teacher education for development of student assessment literacy were discussed.
