Since the recent expansion of 'Teacher invitation scheme', regional disparity has been
accelerated due to the phenomenon where teachers favor certain schools and areas. Thus it
is necessary to examine the scheme's impact on human resource distribution of teachers
with the value of 'equity' in Korean public education system. This study focuses to see the
changes in schools' characteristics after implementing the scheme and in order to analyze
the change, we estimate characteristic of the public elementary schools in Seoul in both
years 2009 and 2010 by using logistic regression. For this purpose, EDU data and official
documents of requirement for invited teachers were used, and analyzed by logistic
regression model. Variables of school size, students’ social-economic status, students’
achievement, preferred residential areas were included to explain school characteristics. The
result indicates that schools that offer higher rate of free lunch had less chance of
implementing the scheme in 2009, while schools with bigger size and higher rate of student
achieving above standard in math and English implemented the scheme in greater extent in
year 2010. When comparing results by district level, Gangnam district's share of scheme
implementation was larger in 2010 than elsewhere. Besides, as the rate of students scoring
above-average in English and Math gets higher, and as a school size gets bigger, the odds
ratio of implementing teacher invitation scheme gets higher. Although the original objective
of the scheme was to strengthen school administrator's autonomy on human resource
management, however according to our study, it was evident that there has been increase in
allocation disparity since teachers favor certain types and areas of schools and that the
scheme is not necessarily effective in current education scene
