This study compared learning organization culture, innovative organization climate,
attitude toward knowledge sharing, perceived organizational support, level of formalization,
and level of bureaucracy among three different school types ? Meister, vocational, and
general high schools. Samples include 459 Meister teachers, 370 vocational teachers, and
354 general high school teachers. One-way ANOVA was employed to find whether
differences exist on those six variables across school type. Compared to other schools,
Meister schools were found to have greater learning organization culture, innovative climate,
knowledge sharing attitudes, perceived school support, and higher level of formalization. In
terms of the level of bureaucracy, Meister schools have higher level of bureaucracy
compared to vocational schools. Given that organizational variables intimately related with
performance of the organization, there is a high possibility that Meister schools could be a
successful model to reform vocational education at the secondary level.
