이 연구는 한국과 중국의 교사자격 제도를 비교 연구하여 양국의 제도 발전에 주는 시사점과 개선 방안을 탐색하기 위해 시도되었다. 이를 위해 이 연구에서는 교사자격 제도와 관련된 교사의 종류, 자격 조건, 최초 자격의 취득, 상위 자격의 취득 등을 비교 고찰하였으며, 그 개혁 동향을 비교ㆍ전망해 보았다.연구 결과, 양국의 교사자격 제도는 여러 가지 측면에서 공통점과 차이점을 가지고 있었다. 우선 공통점으로는 다양한 교사의 종류가 있고, 그 자격을 취득하기 위한 요건들을 법제화하고 있으며, 우수한 교사의 확보를 위해 엄격한 자격제도를 운영하고 있고, 학력 수준을 향상시키는 방향으로 자격제도의 개혁을 준비하고 있는 점이다. 반면, 차이점으로는 교사와 종류와 관련하여 한국은 좀 더 다양화되어 있는 반면, 중국은 다층화되어 있고, 자격 취득과 관련해서는 한국은 교사 양성 교육과정을 중시하여 주로 무시험검정에 의해 자격을 부여하는 반면, 중국은 교사 양성 교육과정도 중시하기는 하지만 주로 시험 검정을 통해 자격을 부여하고 있었다. 또한 상위 자격의 취득과 관련해서는 한국은 일정한 경력과 자격연수만 받으면 자연스럽게 취득하는 반면, 중국은 비교적 어려운 심사 과정을 거쳐 상위 자격을 취득한다는 차이점을 보이고 있다. 그럼에도 불구하고 양국은 전통적인 유교국가로서 교사에 대한 높은 사회적 인식을 바탕으로 교사자격제도의 개선과 발전을 지속적으로 도모함으로써 우수한 교사를 확보하고 교육의 발전을 이끌고 있다는 중요한 공통점을 보여주고 있다.
The purpose of this study is to analyze the similarities and differences of the teacher’s certification system between Korea(ROK) and China(PRC). The specific research questions of this study are as follows: Firstly, what are the similarities and differences of the teacher’s certification system(the kind of certificate, the standard of certification acquisition, the acquisition of initial certificate, the acquisition of upper certificate, etc.). Secondly, what are the distinctive efforts to reform the teacher’s certification system in each nation. The findings are as follows: First, there are many similarities in the teacher’s certification system between the two nations; (1) the kinds of certificate are various, (2) the standards of certification acquisition are expressly stipulated in the law, (3) the teacher’s certificate are awarded through official approval, and (4) each nation makes the effort to reform the teacher’s certification system. Second, there are also many differences in the teacher’s certification system between the two nations; (1) the kinds of certificate are various in Korea, while they are multi-level in China, (2) Korea has a certification system without examination, while China has a certification system with examination, (3) Korea has an easy courses to acquire an upper certificate, while China has an hard courses to acquire an upper certificate.
