We compared the political purpose and policy measures of the Patriots and Veterans Affairs Policy implemented in South and North Korea through analysis on symbols and metaphors. The summary is in the following table. In the rapidly changing international environment, notional unification is an urgent issue. However the dog-eat-dog tragic civil war that Koreans experienced, separation for half a century, ideology conflict, and competition for preservation of each social system have aggravated the difference of cultural, ideological and social value between citizens of South and North Korea. In particular, the difference in policy measures and symbolic ideology in the Patriots and Veterans Affairs Policy between two Koreas carries very sensitive issues that can either contribute or hinder the unification process. The Patriots and Veterans Affairs Policy, so far, has been functioning as a mechanism that ensures notional identity and unity, and there will be inevitable conflicts over the rights and defining beneficiaries of Patriots and Veterans Affairs Policy in the case of immediate unification. Such conflicts are not simply an issue of demand or resistance of an interest group, but has great influence and implication on the identity and social faith on a unified Korea in the future. In order to integrate the Patriots and Veterans Affairs Policy in South and North Korea, the general acceptance of rational standard and integrated public perception is necessary. Despite some unavoidable differences stemming from different social structures and ideologies, active search for a common denominator for a future unified state should be ceaselessly conducted. The focus of Korea's continuous search should be on how to eliminate elements that force loyalty to the Il-Sung Kim / Jung-Il Kim regime in policy measures and the purpose of Patriots and Veterans Policy and how to create a generally accepted system that praises the ones who truly devoted themselves to the nation and the people. For a unified Korea in the future, it is important to establish a unified system that defines beneficiaries of Patriots and Veterans Affairs Policy and compensation measures. Meanwhile, it is also important to unify memorial services that will secure compliance and support by citizens from both South and North Korea due to the symbolic influence those memorial services carry as we have seen in our comparative analysis on the symbolism of the Patriots and Veterans Affairs Policy of two Koreas. The South and the North need a common denominator of symbols in the ideology of Patriots and Veterans Affairs, use of language, an institutional system, events, and personal figures that will mutually complement for unified Korea.Efforts in many aspects should be made for the unification of symbolism that will enhance the sense of national community and common bond among citizens of future unified state. Unification of symbolism will open the window to the constructive vision of future unified Korea, in pursuit of world peace and prosperity of all human beings.
