This study was to investigate and analyze the current state of physical education classes of Chonnam province and Gwangju city and to fine the best way to activate the P.E. classes. Total of 443 elementary school teachers(102 P.E. teachers and 341 general teachers) were selected from 54 schools of Gwangju city and 87 schools of Chonnam province using muliti-stage stratified sampling. The questionnaire which had the credivility and validity tests, included teacher\'s ability of goal presentation, the manegement of P.E. class, teaching method, and teacher\'s suggestion. the results obtained from this study were as follws;
1. P.E. teachers showed a significantly greater ability of goal presentation than general teachers but there was no difference in the archievement level of class objective. The difficulty of attaining the class objective was resulted from the lack of student ability and teacher\'s ability.
2. After analyzing the class management.
1) Physical education class was not performed well compared to other classes and P.e. teachers thought the class management more negatively than general teachers.
2) THe primary difficulty was due to the lack of facilities and the skip of P.e. class.
3) The subjects thought that skill level of teacher was relative low and P.E teacher had higher skill level than the general teachers.
3. After analyzing the class contents.
1) It turned out that most teacher did not apply the teaching model practically and P.E. teachers tended to use the model appropriately.
2) Most teachers had not have class study and the general teachers tended not to prepare the P.E. class.
