The purpose of this paper is to identify the problems analyzing the education system realities of special
education teacher in China, and to find improvement plan. For this, we conducted a survey of 310 special
education teacher of 18 schools in eastern China(Shandong, Hebei, Tianjin jikhak) conducting a
questionnaire about training education, pre-service training, in-service education of special education teacher.
The results of this study showed these things. First, education institution of special education teacher in
China have two types : institution with department of special education and without department of special
education. The percentage of the latter was high. Also the percentage of the practice courses in education
courses was low. Most special education teachers have general teacher certificates. Second, in the
participation decision of pre-service training, the percentage of non-participation is high by reason that
there is no related-major, and 120 hours are the highest rate of participation hour. Third, in-service
education`s participation of special education teacher in China is short immersion course and the ratio
which is participated more than once a year is higher than non-participation. The result of this paper
provides important information to problems about training education of special education teacher in China,
pre-service training, and in-service training.
