Gratuitous Free Child Care Policy for 0-5 years old has been enforced for three years, The recent incident of child abuse in a child care center however led the government to reorganize overall child care policy including establishment of supporting systems for home child care and activation of part-time child care service. The part-time child care service should be encouraged in aspect of diversifying parent's options, but this doesn't mean that it secures equality at the same time. Since the part-time child care provides child care expense in a form of voucher and it supports operational costs and personnel expenses of nursing teacher, equality of people who are not able to utilize part-time child care service is not always guaranteed. In order to establish a policy corresponding with welfare fairness and equality of starting point, government should endeavor to increase subsidies for part-time child care cost based on parent's income rather than their employment status, and finally improve accessibility of home care allowance recipients in low-income group to the part-time child care in an easier way. Also, the part-time child care service should assure its quality with expanding infrastructures so that parents can use the service whenever they need.
