This paper aims to identify the causal relationships among crucial factors underlying education-related ODA projects which have been conducted by the Korean government, based on the systems thinking approach, to derive reinforcing causal loops and balancing causal loops within a causal diagram explaining ODA project management system, and to put forward policy suggestions beneficial to policy makers and practitioners engaged in ODA projects. It is hoped that the results of this paper could be of great benefit to ODA providers and ODA recipients as well in terms of alleviating poverty and developing economy in less developed countries. As a result of the study, it is found that two reinforcing loops and two balancing loop have been discovered, and we can find out the possibility of exploring policy areas that can promote the effective implementation of the educational ODA projects. The reinforcing loops are the school attendance rate loop(R1), and the teacher competency loop(R2). The balacing loops are the national development and aid policy complementary loop(B1) of the recipient country and the national development and education ODA performance loop(B2) of the recipient country. These loops are intended to provide implications for the discovery of policy leverages that can effectively manage ODA projects
