The rapid development of smart city is leading to an increase in electric power demand for smart city operation, and the most obvious way to meet the required electric power demand is to expand electric power production facilities to increase electric power production. However, the expansion of electric power production facilities can not be achieved in a short period of time, and it takes a long time to construct production facilities, and can cause enormous costs and environmental problems. Therefore, in order to meet the required power demand, it is necessary to utilize the existing power production facilities to the maximum extent and to manage power demand more efficiently, rather than to expand facilities where many obstacles occur. The key to this study is to use a method to find a solution from an efficient power demand management perspective to meet the demanded power demand. The proposed methodology identifies and responds to risks that prevent efficient power demand management from occurring and prevents risks from occurring in advance and by prioritizing the risks to minimize the impact of those risks.
