This study began in the perception that helping of local residents who are aware of local environments and situations of disabled persons in their communities is essential in order to effectively respond to and evacuate the disabled in the event of a disaster. This study tried to find a realistic and efficient plan for using local residents as human resources helping out the disabled in the event of a disaster and to define influential factors on their helping behavior for the disabled when a disaster occurs. With the local residents (persons without disabilities) in 16 Gus and Guns of Busan, this researcher analyzed if their situation factor, personal factor, and social capital factor, and their perception and attitude toward disabled persons could influence their Willingness to help for the disabled. As a result, all main variables influenced their Willingness to help for the disabled in the event of a disaster. Based on the result, this study proposed a plan for helping out the disabled by local residents and reducing a rate of damage in the event of a disaster
