The purpose of this study is to develop indicators of housing rights for people with disabilities and to propose the direction of the housing policy to guarantee housing rights for people with disabilities. In this study, the research was conducted in accordance with the following process for developing the indicator. First, literature review on the concept of housing rights of people with disabilities and indicators related to the housing rights of people with disabilities was carried out. Second, in-depth interviews were conducted to understand the opinions on the specific housing life conditions of people with disabilities, the actual state of use of housing policies, and the situations necessary to secure housing rights. Third, we established the basic directions for the development of the indicators. Fourth, the draft of housing indicators for people with disabilities was composed. Fifth, through the consultation meeting of the advisory council, the draft indicators for people with disabilities was reviewed and the draft was revised and supplemented. Sixth, Delphi survey with experts was conducted to select final indicators. After the above process, 21 indicators for verifying the level of housing rights for people with disabilities and 22 indicators for verifying the government s obligation to respect, protect, and meet the needs of people with disabilities were constructed as the indicators of housing rights. Later, this study proposed policies for guarantee of housing rights for people with disabilities, such as the production of statistics related to indicators, the utilization of indicators, and the improvement of housing policy for people with disabilities.
