본 연구는 일본의 대 중국 원조에 대한 측면에서 1979년부터 2010년에 이르기까지의 약 30여 년 동안의 대 중국 ODA 정책의 역사적 변천을 통해 일본의 국제적 위상에 어떤 의미로 해석되고 있는지, 일중 관계에 어떤 영향을 미쳤는지 등을 중점적으로 고찰한 논문이다. 일본의 대 중국 ODA는 단지 인도주의적인 차원뿐만 아니라 자국의 경제적 이익과 정치적 영향력을 증대시키기 위한 목적에 따라 변해왔다. 1979년부터 시작된 일본의 대 중국 경제원조와 협력은, 중국이 1970년대 말부터 개혁 개방정책을 내걸고 경제성장을 추진하는 과정에서 중국의 경제발전 및 국민생활 개선에 큰 영향을 미쳤으나, 한편으로는 정치적 이슈 등 양국간 관계가 복잡해질 경우에는 ODA를 경제제재의 한 방편으로 구사해 온 점도 부정할 수는 없을 것이다. 이러한 일본의 대 중국 국제원조활동은 오늘날 종료되었지만, 한국의 입장에서 장기적인 측면에서 볼 때 글로벌 파트너십 구상과 더불어 어떻게 활용하는 것이 국익인지, 어떤 방향으로 나가야 할지에 대한 방향을 제시할 것으로 본다.
This paper is to study the historical changes of China s ODA policy for about 30 years from 1979 to 2010 in terms of Japan s aid to China. The focus was on what meaning it was interpreted as Japan s international status and how it affected Japan-China relations. Japan s ODA to China has changed not only on humanitarian grounds, but on purpose to increase Japan s economic interests and political power. Japan s economic aid and cooperation to China had a huge impact on China s economic development and improvement of its people s lives in the process of pushing for economic growth with a Reforms and Open Market Policy since the late 1970s. On the other hand, however, when the relationship between the two countries becomes a problem with political issues, it can not be denied that they used ODA as a means of economic sanctions. Japan s international aid to China has now ended today. However, from a long-term perspective, China s example has something to learn. In other words, it is expected to provide a directions on how to use it in the national interest in addition to its global partnership initiative.
