본 연구는 교육안전망의 구축이 교육복지투자우선지역(이하 교복투)지원사업의 핵심 과제라는 관 점에서,교복투 사업 7년차인 J초등학교의 사례 분석을 통해 교육안전망의 특징 및 요건을 심층적으 로 분석하였다.분석 결과,교복투 지원사업에 참여하고 있는 J초등학교의 지역사회 네트워크는 주로 사례관리를 위한 협력망으로서 기능하고 있다는 특징을 보여주었다.그 가운데에서도 특히 공동 프로 그램 운영이나 클라이언트 의뢰망으로서의 기능이 두드러지게 나타나고 있었다.이러한 결과는 교복 투 사업의 지역사회 네트워크가 안착되면 핵심인력 중심의 협의체에서 공동사업을 진행할 수 있는 구 조화된 네트워크로 발전해 나간다는 관련 선행연구의 결과와 부합되는 것으로 볼 수 있다.한편 본 연구에서는 실효성 있는 지역사회 네트워크 구조가 지녀야 할 요건을 파악하기 위한 작업의 일환으로 교복투 사업 관련 전문가들과의 면담을 실시하였다.면담 결과,지역사회 네트워크에서 중요한 것은 프로그램의 규모나 양보다는 그것이 아동의 위기 상황을 해결하는 동시에 그들의 필요를 충족시켜줄 수 있는 질적인 측면이라는 점을 확인할 수 있었다.아울러 지역사회 네트워크의 활성화는 궁극적으 로 학교 안에 의사소통망이 형성되어 그것이 제대로 기능할 때 가능한 것으로 드러났다.
Thisstudy attemptstoinvestigatethecharacteristicsand requirementsofeducation safety net throughthecasestudyofanelementaryschool,basedontheassumptionthatthecentralgoalof EducationWelfarePriorityZonePlanistobuildanetwork-basededucationalsupportsystem ina community.Theresultsshow thatthenetwork-basededucationalsupportsystem inJelementary schoolprimarily functions as a collaboration network for program co-management and client referral.Thiscorrespondswith findingsofpriorresearch,which show thatoncethecommunity networkisinplace,itwilldevelopintoastructuralizednetworkforcarrying outmutualprojects throughagreementbetweenitskeymembers.Authorshavealsocarriedoutqualitativeanalysisto understandtherequirementsoftheeffectivesupportsystem intheschool.Accordingtoresultsof in-depth interviews with related experts,what is important for a network-based educational supportsystem in a community is nottheamount,butthequality ofprograms offered by the system whichcancopewith risksituationsofclientsandmeettheirneeds.In addition,itseems thattheattainmentofthesupportsystem'sgoalultimately dependson whetheracommunication networkisinplaceintheschool,andifso,how wellitfunctions.
