The purpose of this study was to design a development model of customized counseling programs. The counseling program development models presented in 21 earlier studies were analyzed, and there were from a high of 12 to a low of 4 stages of development in the studies. Based on the earlier studies, it seemed valid to build a customized counseling program development model in 12 stages: needs survey, planning, target setting, review/selection, arranging the contents of the model, production and selection of evaluation tools, strategy setting of a counseling model, preparation of a preliminary program, implementation of the preliminary program, finetuning of the preliminary program, construction of the main program, and evaluation/management. Finally, the findings of the study were discussed, and some suggestions were given about follow-up research efforts.
