The purpose of the study is to explore the meaning of cultural and art education, discuss the social function and role of it, and investigate the social function and role of it for youth. Even though the materials or previous research relevant to the theme of the study aren't a lot, the study for achieving the purpose mainly uses literature research. The main results are as follows. First, the meaning of cultural and art education is an integrated educational method which is based on art education that focuses on genre. And it includes art education, cultural diversity education, leisure education, media education, and cultural education. Second, the function and role of it are cultural literacy, the improvement of cultural adaptation power, education about historical and social context, the cultivation of community thought, the improvement of self esteem, and the rediscovery of self identity, and so on. Finally, for activating youth cultural and art education, a lot experts for youth cultural and art education need. And the combination of their skill and knowledge about youth cultural and art education is so important for getting the outcomes of effective youth cultural and art education.
