The objective of this study is to promote the development of domestic adoption by pointing out some problems the current secret adoption system that hampers the nation’s adoption culture and by suggesting measures to enhance open adoption. Precedent documents on adoption, the statistics made by The Ministry of Health and Welfare and the Office of Court Administration, Internet materials and other related records were examined as a method of this study. This study on secret adoption conducted through practical experiences reveals some problems, which boil down to four issues and suggestions will be made on each issue. Issues of Secret Adoption. First, secret system of adoption agencies’ businesses in their work. Second, canceling of adoption caused by lawsuits over ascertainment of the existence of biological-parents-children relationship. Third, selective adoption in favor of newly-born babies. Fourth, the registration of family relations by a false report of a birth. Suggestions of Open Adoption. First, adoption agencies should be required to establish the registration of family relations to guarantee the basic rights of adopted children. Second, operation of a contingency center should be continued for cancellation issues after domestic adoption. Third, open adoption of the children under the extended care of facilities should be vitalized. Fourth, overall adoption license system should be employed.
