이 연구는 장애인들에 자립생활에 대한 의미와 우리나라의 전개과정을 살펴보았으며, 전국적으로 실시된 자립생활의 가장 기본적이고 핵심적 사항으로 작용하고 있는 활동보조서비스에 정부의 정책방향과 현장의 실천사례를 분석함으로써 그 문제점과 발전방향을 모색하였다. 그에 대한 결과는 다음과 같다. 첫째 전 장애 영역에 대한 포괄적으로 제도화를 시켜야 한다. 장애인자립생활운동과 센터의 운영에 있어서도 기본적인 원칙으로 자리 매김 되어 있는데, 임의적인 조치가 아닌 보편적인 권리로서의 제도화를 고민한다고 할 때, 처음부터 전 장애영역에 대한 포괄의 원칙을 세워내고 이것이 반영될 수 있도록 해야 한다. 둘째, 장애유형과 특성에 따른 욕구에 대한 대응을 할 수 있어야 한다. 셋째, 소득 기준이 가구 소득이 아니라 개인 소득을 기준으로 해야만 한다. 넷째, 활동보조인서비스는 일정한 기준에 따라 그 서비스를 필요로 하는 장애인 개인에게 바우처(voucher)등을 통한 시간 총량으로서 권리가 부여되어야 한다는 것, 그리고 그 최종적인 책임성은 정부가 지니고 있어야 한다는 원칙을 지니는 것이 중요하다. 다섯째, 활동보조인의 양성 과정 및 노동자로서의 기본권 보장을 해야 한다. 여섯째, 활동보조서비스 이용자 증가에 대하여 활동보조인에 대한 적절한 처우와 서비스 제공여건의 개선에 대하여 정부는 구체적인 안을 제시하여야 하며 서비스 제공기관도 조정기능을 제대로 수행해야 한다. 일곱째, 활동보조서비스의 질은 활동보조인력의 자질과 보조수준에 직접적으로 달려있기 때문에 교육에서도 이론보다는 실습을 강화하고 구체적인 상황에 대처할 수 있는 일상적인 교육이 서비스기관에서 제공되어야 한다. 여덟째, 한국형에 맞는 모델을 개발하여야 한다.
This study examined the meaning of the independent living of the disabled and its development in Korea, and examined the issue of Personal Assistance Services (PASs) acting as the basic and key factor of independence living carried out nationwide and sought for the direction of development by analyzing the direction of the governmental policies and the cases in the fields. The results of it are as follows First, institutionalization should be carried out in all fields of disability comprehensively. Also in the disabled independent living movements and the operations of the centers, it has been settled down as a fundamental principle, and if institutionalization as a universal right rather than a temporary measure is considered carefully, from the beginning, comprehensive principles of the entire fields of disability should be established which should be reflected. Second, demands by the types and characteristics of disability should be dealt with. Third, the standard of income should be based on individual income rather than family income. Fourth, it is important to have the principles that PASs should give right as total hours through vouchers etc. to the disabled individuals who need the services according to certain criteria, and that the government should take the ultimate responsibility. Fifth, the training courses of Personal Attendants (PAs) and their fundamental rights as laborers should be secured. Sixth, with the increase of use of PASs, the government should suggest concrete plans for appropriate treatments of PAs and to improve the provision of the services, and service providing institutions should carry out the function of arbitration properly. Seventh, since the quality of PASs directly depends on the quality of PAs and the level of support, regular education from the service institutions by which practices rather than theories are strengthened and concrete situations can be dealt with.
