사회복지조사는 사회복지실천현장에서 사회복지의 목적을 달성하기 위하여 사회적 장애요인들을 파악하고 문제에 대한 해답을 구하기 위하여 자료를 수집, 분석하는 지식탐구 절차이다. 그 중 질적 조사는 실증주의적 접근의 양적 방법론을 비판하고 인과관계의 규명보다는 사회현상을 묘사하는 데 초점을 두고 자료수집과 분석을 양이나 수치화하지 않으면서 신뢰성과 타당성을 확보하고자 노력한다. 그러나 사회복지조사에 있어서 연구자의 주관이 개입되지 않은 완전히 객관적인 관찰은 불가능한바 조사결과를 일반화하기 위해서는 적절한 측정방법의 활용이나 일탈사례 분석과 지속적인 비교방법을 연구하고 연구자들이 내, 외부의 환경 요인들로부터 자유로워 질 때 질적 조사의 타당도를 제고할 수 있을 것이다.
