"The sphere which global civil society holds is to criticise and check the influence of the great global market and the power of the leading supreme state and the respective states. Global civil society can be interpreted as the transnational networks in politics and culture that challenge from below. This heads for the ‘globalization from the below’, which rectifies the problems of the ‘globalization from above’ by political and economic elites. Global civil society is made up through the medium of transnational issues and organizations in order to cope with the side effects of economic globalization owing to the development of the electric media and the communications. The evidence for this process can be identified by the growth of the civil society in many states and regions, and through such issues as environment, human rights, pacifism, anti-war and anti-nuclear campaign. But global civil society bears some limitations like this: it doesn’t specify the object of the check between state and market, it suffers from the financial difficulties, and the INGOs as the main element of it are distributed unequally both in region and in influence. To face with these, global civil society should focus on the followings projects: the improvement in quality, the extension to the peripheral states, the pursuit of solidarity in global dimension, the cooperation with the state, the emphasis on the citizenship education.
