process resulting in complicated and long period of coordination and adjustment. Policy outcomes are the resulting of a dynamic process of interactions between groups with conflicting interests.
In conclusion, there are several characteristics of policy change in Patriots and Veterans Affairs Acts. Policy change depends on scope of persons of National Merit Reward, ranking of compensation, provision of allowance, compensation for lifestyle fixation, and provision of living cost etc. The research findings are expected to provide some policy implication to National Merit Reward Policy in the future policy making process.
