이 연구는 국가보훈행정 관련법의 개정과정을 통하여 변화된 정책내용을 분석하였다. 또한 국가보훈행정 관련법의 정책네트워크 분석의 가능성을 고찰하였다. 우리나라 보훈정책의 주요 10여개 법령들은 그 정책의 수혜자가 국한되어 있다는 점, 정책개정의 이유들이 대부분 정책수혜자들과 이해관계가 직결된다는 데에서다른 정책보다 더 갈등적인 정책네트워크적 요소를 내재시키고 있다는 점이 특성이라고 하겠다. 이 연구에서는 세부적이고도 보다 심층적인 정책네트워크 분석이 이루지 지진 않았지만 향후 국가보훈 행정에서의 정책과정을 통한 정책네트워크 행위자의 특성, 행위자간의 상호작용과 구조의 연구가능성을 충분히 보여준다는 사실이다. 따라서 이 연구에서는 비록 법개정의 과정을 집중적인 분석을 하였지만, 향후 우리나라 보훈행정의 발전과 현실적 적응을 고양한다는 차원에서 정책네트워크 관점에 의거한 보훈정책의 분석이 반드시 이루어져야 할 것이며 이에 대한 연구가능성을 주장하는 바이다.
The purpose of this study is to analyze policy change through the amendment of Patriots and Veterans Affairs Acts. In addition to, is it possible to or not depends on application of policy network analysis in Patriots and Veterans Affairs Acts? Many actors are interacting in policy process resulting in complicated and long period of coordination and adjustment. Policy outcomes are the resulting of a dynamic process of interactions between groups with conflicting interests. In conclusion, there are several characteristics of policy change in Patriots and Veterans Affairs Acts. Policy change depends on scope of persons of National Merit Reward, ranking of compensation, provision of allowance, compensation for lifestyle fixation, and provision of living cost etc. The research findings are expected to provide some policy implication to National Merit Reward Policy in the future policy making process.
