국가를 위하여 특정 개인의 특별한 희생이 요구되는 북파공작임무수행과 관련하여 희생되거나 공헌을 한 특수임무수행자들과 그 유족들에 대하여 국가가 실질적인 보상을 함으로써 이들의 생활안정을 도모하는 것은 너무나 당연한 일이다. 이와 함께 정부는 이들의 명예회복이 무엇보다도 중요하다는 점을 간과해서는 안된다. 다시 말해서 특수임무수행자 및 그 유족들에게 충분한 금전적인 보상과 양질의 의료서비스를 제공하는 일뿐만 아니라, 심적 보훈수혜 차원에서도 충분한 예우와 명예를 보장해줄 때 그들뿐만 아니라 일반국민의 애국심을 고취시키고, 그만큼 국민통합에 이바지하게 될 것이다. 본 논문은 현행 <특수임무수행자보상에관한법률>이 규정하고 있는 보상제도를 일별해 본 다음, 특수임무수행자 관련 단체들이 이 법에 대해 제기하고 있는 문제점을 분석하고 있다.
No one can deny that our government should secure or promote living of the veterans and their families, who had involved in the special operations of espionage infiltration to North Korea, because the tasks required them to sacrifice themselves or their families for their state. One of the most desirable ways for this would be paying them substantial compensation against their sacrifices. In doing this, the government should remember that recovery of their honor is the most important task over all. In other words, it is not until the government guarantees them honorable treatment and prestige as well as enough pecuniary considerations and good medical care that it can instill patriotism in to the hearts of the veterans and other common people.
