Vietnam has developed the preferential reward system toward men of national merit despite its long history of foreign invades and internal disputes. During the period of wars against French (1946-1954) and America (1958-1973), the Democratic Republic of Vietnam had barely succeeded the legislation and implementation of preferential reward for the patriotic martyrs, disables and the bereaved families. Since the national reunification of 1975 and the Doi Moi
reform policy of 1986, the Socialist Republic of Vietnam has creatively adopted the socialization of the preferential reward system for the men of revolutionary merit. According to it, the state has taken the responsibilities of affording the veteran subsidy and benefits, supporting the economic, social, cultural preferential treatments such as the lending of business loan, the reduction and exemption of tuitions and the free medical cares. On the other hand, social
organizations, public institutions and individuals has been to contribute spontaneous offering of the fund, to participate in the movement of the Reward of Favor and to look after the old sickly veterans and their families.
