The Korean policy for treating patriots has complicated, sundry programs reflecting Korea\'s checkered history, the multiplicity of patriots, and the impure political intentions of governing regimes. Among others, the policy for the men of merit at the 4·19 Revolution, which took place in 1960 as a response to the electoral noise of the Rhee Syngman Government at the March Election, has serious problems such that it is too heavily oriented toward material compensation and that it does not equally treat its qualified recipients. Patriots policies are to provide safety nets and to pay social respects to the contributors who sacrificed themselves in front of national crises. They also have the agenda of promoting patriotism. The policies for the patriots of merit at the 4·19 Revolution are misleading people in that they downplay its historical mission and ignore its symbolic importance. The 5·16 Military Coup in 1961 is most responsible for the distorted treatment of the 4·19 Revolution patriots. The military regime had abused patriots policies for their own political purposes. Students and citizens who led the 4·19 Revolution fought for freedom, justice, and democracy, not for some private interests. It is regretful that the patriots of the 4·19 Revolution are still unfairly treated by the related policies.
Government should therefore give honorable treatment and necessary compensation to the patriots of merit at the 4·19 Revolution. It is a way to show our gratitude to their sacrifice and
contribution and to cultivate a healthy community in the future.
