우리 사회의 다양화 양상은 1987년 이후 시민사회가 대두되고 88 올림픽 이후 외국인근로자가 유입되기 시작하면서 나타나기 시작하였다. 국민의 정부 이후 시민사회단체의 활동이 활발해지면서 외국인의 인권과 사회적 대응의 변화를 요구하는 다양한 옹호집단의 활동과 함께 그 동안 억압된 생활을 해오던 여성, 장애인, 성적소수자, 성매매여성, 한센인, 노숙인등의 소수자가 집단화하면서 그들의 특성을 부각하고 사회변화를 요구하는 소수자운동으로 나타난 것이다. 이들은 다양한 자조적 운동을 통하여 사회복지를 확대하고 사회변화를 이루어가고 있으며, 사회복지사를 고용하거나 스스로 사회복지사가 되는 등 달라지고 있다. 하지만 소수자들의 사회적 상황은 여전히 억압과 배제, 차별이 존재하고 사회복지의 개입을 필요로 한다. 이처럼 다양화되고 달라지고 있는 클라이언트는 사회복지실천과 교육의 변화를 요구하고 있다. 이에 소수자의 억압과 차별의 문제에 대응하고, 자조와 참여를 촉진하는 임파워먼트 실천역량을 제고하기 위한 교육의 방향과 임파워먼트 교수법을 제안하였다.
The emerging of the NGO since 1987 and the influx of foreign workers since the Seoul Olympics have brought the aspect of diversification in Korea since then. The activities of NGO had became active since 1998. It made advocacy groups act and the social minority such as women, the disabled, sexual minorities, women sex workers, the homeless begin grouping in order to claim human rights and social welfare. They have achieved many social changes by expanding social welfare and by doing various self-help movements, also they have changed themselves by hiring social workers and by being one. But the social situations of minorities still have some problems such as oppression, exclusion, and discrimination, and it need to be intervened by the system of social welfare. This diversified and changed client demands changing of the social work practice and practical education. Under these needs, I proposed the empowerment educational methods in order to enhance the empowerment practice and practical skills based on the perspective of social inclusion and diversity with social minority.
