본 연구의 목적은 보육공공성의 관점에서 각 시기별 보육정책 변천과정을 살펴보아 향후 보육공공성 실현을 위한 방안을 모색하는 데 기초자료를 제공하는 것이다. 보육공공성 시행기(1961～1991)에는 민간어린이집 법인화방안에 대한 시사점을 찾아볼 수 있었고, 새마을유아원 관련 정책에서 현재 유․보통합의 새 모델인 ‘5세 누리과정’시행에 대해 고찰해 볼 수 있었다. 보육공공성 확장기(1991～2004)에는 모든 아동을 대상으로 하는 재정지원과 관련하여 보육공공성의 의미를 되짚어 볼 수 있었다. 보육공공성 강화기(2004～현재)에는 영유아보육법 전면개정이후 보육의 공공성을 위한 정책들이 본격적으로 시행되고, 재정지원이 이루어진 상황에서 구체적인 공공성 실현 방안에 대해 살펴볼 수 있었다.
Public child-care policy had been started from the time of started child-care publicness(1961∼1991), was extended in the time of expanded child-care publicness(1991∼2004), and has been enhanced at the time of reinforced child-care publicness(2004∼). Through the started child-care publicness policy(1961∼1991), we can find implications for making legal corporation of a private child-care center, integrating early childhood education and care. Through the expanded child-care publicness policy(1991∼2004), we can consider the meaning of financial support for the whole child. Through the enhanced child-care publicness policy(2004∼), we can redefine the future direction of public child-care.
