Moon Administration pushed ahead the policy of absolute evaluation of all the subjects of College Scholastic Ability Test(CSAT) at beginning as presidential election promise. Because, however, Education Ministry confronted a hard objection from the conservative class, it suggested National Education Board to execute deliberative polling of「2022 College Entrance Policy Agenda」. The results are the enlargement of entrance ratio based on CSAT, maintenance of relative evaluation of main subjects in CSAT, and discretion of universities in applying the minimum requirement of CSAT in Korean-type early admission. This study aims at evaluation of the process of the deliberative polling of「2022 College Entrance Policy Agenda」 in terms of systematic approach. Input step deals with causes of the deliberative polling, conversion step does the entire process of the deliberative polling executed by National Education Board, output step does the detail contents of 「2022 College Entrance Policy Agenda」, and feedback step does 「2022 College Entrance Policy」adopted by Education Ministry based on the proposal of National Education Board. The overall evaluation of the deliberative polling of 「2022 College Entrance Policy」 is that it involves problems of procedural partiality and content irrelevance in all the process of input, conversion, output, and feedback. Thus, minute and balanced readjustment of 「2022 College Entrance Policy」 is demanded in applying it.
