The purpose of this study is to expand the conceptual/theoretical discussion on the multi-organizational partnerships newly emerging in the process of recognizing social problems and solving them, and to discuss the value of the regional innovation platform project being implemented as a practical model. In the conceptual discussion, based on literature analysis, I tried to understand in depth the objectives and representative activities of different organizations(ministry of education, schools, enterprises, academic societies, and regional innovation platforms). What is identified here is that the participation of various organizations is inevitable, and the representative activities which can be divided conceptually, is being operated integratively in the real problem solving processes. Also, using discourse analysis, the characteristics of the concept of multi-organizational partnerships and the intrinsic values of cooperation in it, and the style of governance were discussed. In the theoretical approach, I discussed the liberal approach, which can be the basis of constructing and operating ‘the multi-organizational partnerships’, and the vitalization of the public sphere. Lastly, the value analysis of Gwangju-Jeonnam Regional Innovation Platform currently being implemented were discussed. The core value identified here is that the subject of public problem-solving is changing from a bureaucratic-based government organization to local residents participating in various local community organizations, and that new ways of organizational structure and operation are emerging in the process.
